Who is eligible for the extended Stay of Default repayment period?
Eligible affected producers are grain, oilseed and pulse producers who received advances under the Advance Payments Program (APP) for the 2018 program year. The only portion of the outstanding advances eligible for the Stay of Default is the APP advances specific to grain, oilseed and pulse production.
Affected producers are required to repay their 2018 APP advances in full by March 31, 2020.

Are there interest implications with the Stay of Default extended to March 31, 2020?
Producers under the extended Stay of Default will continue paying interest on the outstanding interest-bearing portion of their advances at the FarmCash rate of Prime minus 0.50% as defined in the original repayment agreement.

If a producer has delayed their repayments under the terms of the Stay of Default, are they still eligible for additional advances?
Yes, provided they meet all conditions, including having sufficient inventory to secure all advances.
What if a producer defaults on advance amounts not covered by the Stay?
Producers who default on their entire outstanding advance, including the portion covered by the Stay.
What is the repayment period?
- Producers are required to repay their advance as they sell the commodities listed on their advance.
- Repayment is required within 30 calendar days of receipt of payment or within 60 calendar days of delivery to a buyer, whichever is earlier.
- Repayments submitted outside of those deadlines may be subject to an interest penalty.
- Minimum repayment is calculated by multiplying the Advance Rate in effect at time of issuance by the number of units sold.
- Advances on major crops and honey must be repaid in full by the September 30 end of the 18-month program year
- Advances on cattle must be repaid in full by the March 31 end of the 24-month program year

When can I apply for the advance?
Famers can apply for an advance throughout the program year, with new program years beginning in April of each year.
Post- harvest/Fall advances: During the 2019/20 program year, fall advances are open from September 1, 2019 to March 15, 2020.
Spring crop or honey advance: AWC will accept applications in the new program year beginning April 1, 2019.

What are the new maximum loan limits and interest-free portions?
Agriculture and Agri-food Canada (AAFC) have decided to make the following changes to the Advanced Payment Programs (APP):
- Increase the cash advance loan limits from $400,000 to $1 million on all commodities.
- Increase the interest-free portion from $100,000 to $500,000 on canola only.
- $100,000 interest-free remains on all other commodities.
Farmers can expect the increased funds to be available on June 26, 2019, but can get ahead by calling the FarmCash office to start their paperwork process now. Do I need to submit Proof of Sale?
Proof of sale documentation for repayments made directly to Alberta Wheat Commission must be provided by the end of the production period. Proof of sale documentation is required in all circumstances, except as noted below for crops.
- Repayments without proof of sale in excess of the greater of $10,000 or 10% of the total amount of the advance will be charged an interest penalty at the TD Prime rate +1%.
- For advances on crops, proof of sale documentation is not required for repayments made from the beginning of the production period to January 31, 2019.
